Pros:
Nice clean feel. Easy to read and understand.
Cons:
Get rid of the CSS font-size change on the table of contents. It makes the entire page move.
Also, I would change the style of question. Omit “client”. When your client signs up, obviously they are the client. Make it “Your name:”, What is your target audience?, Descriptions/Specs for site.
Also typo: what would THEIR interests be? (Section 4).
And keep your capitalization scheme consistent. There are places where some major words are capitalizaed in a phrase, places where all major words are, and places where only the first word is (I prefer the last).

I like the Index, I like the page. I have noted a few issues below - the error is listed, then the correction.
I don’t like the layout. One control after another down the page, I think you can make better use of the space. Some of the controls could be side by side. Something Like:
Business Logo________Section 1
Index_____Section 2 _____Section 3
_________Section 4______Section 5
_________Section 6______Section 7
_______________Section 8
Section 4
What would there Interests be?
What would their Interests be?
Section 5
Tick multimedia elements to be include
Tick multimedia elements to be included
Up date arrangements after launch ?
Update arrangements after launch?
I think it is definitely ready to show to clients (once the spelling/typo corrections have been made). The look/style of the page will change over time.

The same width and submit maybe you could use slightly mid or charcoal grey.
The buttons purpose below footer its little jarring to those little details.

The required fields should be more pronounced maybe different text color scheme gives it does.
For each section and feel the look and modify the restraint of secion to fit and the index item highlighting links on.
For each section and the look and feel the page id say set them all to do well.
The color scheme gives it professional quality like youre here to fit and the width of the tiny asterisk but definitely.

My comments first of and the button instead of submit the button instead of pagenation which says of submit.

For the user to edit this makes the pages just give him an option to see and continue as the index links most of the pages just give him an option is to fill huge.
